i want to buy a motorcycle from massachusetts but the owner is in iraq and does not know where the title is?

the bike is a 1995- the brother at home is selling the bike of the brother in iraq. neither know where the title is.. is it possible to claim an abandonment to gain access to a title? or any other suggestions on how to go about getting a title without causing more headaches?
