I want to buy a new fully electric car or PHEV that is US highway legal. Where can I get one?

I am looking in normal person price range(that means not the Tesla), and the car has to seat 4. I am on the East Coast mid Atlantic area. But for the right car I will have it shipped form anywhere. But I need to buy a new car ASAP so cars not on the market yet don’t help.
I can’t covert my existing car because it was totaled on Friday.
