Where are places to buy formal trendy dresses for a petite teen?

My sister is a size 00 in adult (but 00 is loose on her!) This is because she is a petite 13 year old who is 5 foot. To find nice fitting dresses she needs to shop kids, but most kids dresses are frilly and puffy and sparkly and pastel pink purple-y! She wants a formal, trendy dress (one to wear to a batmitzvah or graduation party or something), but can't find one that fits and isn't… ugly. It should be about knee length and appropriate. Please help soon!
Those answers are helpful, but 00 is a little too loose and we already checked those places! Thanks, but I was talking about actual kids sizes.
