American Eagle has sales with jeans that are $19.99 a piece and Pac-Sun used to have this two for $50 sale on jeans.
If you want to go a bit cheaper than that try Aeropostale, but their sizes are normally really small. Abercrombie is overpriced and overrated since the jeans there are not much better quality than American Eagle or other stores.

If you shop only online, why not try Ebay. Many times you get great used clothing at next to nothing pricing

If not the local thrift shop then maybe old navy, gap or uniform stores depending on what the school requiremnts are. And there’s always sales at the big stores to. Especially online!
