Target, Office Depot, Office Max, etc. I have two of them and bought little accordion files that are the same size (or so, maybe a little bigger) as coupon holders. I didn't like the preprinted categories on the ready made coupon holders and also wanted something plastic and more sturdy. Most of the actual coupon files are cardboard/paperstock and wear out fast (at least the way I use them). You'll like being able to choose your own categories on those. I think they're made for filing checks you've written and gotten back and are just right with 13 pockets.
Good2balive is right - Office Depot will have something. Maybe a business card holder would be a good option. They have some that are sectioned alphabetically if that would float your boat.
