Where can I give away clothing so that a person who can’t afford to buy clothes actually gets it?

I really dislike giving away clothing to Goodwill, Salvation Army, etc. and the like, because they don't actually give the clothing to people who need it. They sell it in their stores, where people like my boss (who makes over $100,000/yr) go to buy clothes and then brag about what a "good deal" they get shopping at Goodwill (or wherever).

I want to give away our used clothing somewhere so that it actually goes to people in need who can't afford to buy clothes.
