Sometimes local pet stores will sell it - like petco or petsmart.
But usually, they aren't very good quality. Your best bet IS online on aquabid.com or even ebay.
Why can't you purchase it online? You obviously have internet access.

Depending on where you live (if you live in the U.S.), I could send you some Taiwan Moss, which is nearly identical to Java Moss, but forms more neatly arranged fronds. I will not charge as it costs me less than $1 to send, but I will only ship to the continental U.S. If you are interested, I just need you to email me your address (don't believe me? I'll send you some contacts of people I've sent plants to in the past).
