Where to buy preloaded VCC?

I'm looking for somewhere to buy a preloaded VCC (Virtual Credit Card), but the only places I find don't accept Paypal (what I use to pay with) or just accept credit card payment, which makes it seems pointless to me! And the places that do accept paypal only sell ones used for activating Paypal or eBay accounts. So, anyone know of a place where I can buy one?
