      You NEVER buy a puppy:
      online
      a place you've never seen/been to
      large/commerical breeder or in other words puppy mills
      inexperianced/"backyard" breeder
      pet shop

      I'm going to add the places you should buy them from are responsible breeders that are know what they are doing. If not from there, shelters are a great idea. Most of the time, they will help you with the prices.
