Where can I find sparkly eyeliner that works good but is cheap? I need it from a local place like Walmart and it has to be under $10. I have blue eyes and blonde hair. Which color would look the best?
And can you tell me the brand too please?

hot topic or sephora i know you said under 10$ but urban decay has some really good sparkly eyeliners and with blue eyes you should use gold or silver if you want something more bright use a bright blue it’ll make your eyes pop !

you can get them anywhere for anyprice like Ardene and walmart you say. and I think a bright baby blue would go well with your blue eyes
